What is a BOC-3?
Form BOC-3 is the FMCSA's Designation of Agents for Service of Process. It tells the federal government who is legally authorised to receive court documents and official notices on your company's behalf in each state where you operate.
The idea is simple. If someone needs to serve legal papers on a trucking company based two thousand miles away, they should not have to travel to do it. A process agent is a local point of contact in that state who can accept those papers for you.
Because a designation is needed in every state you operate in, most carriers use a blanket process agent company that covers all 50 states in a single filing — which is what you get here. The filing is made once, electronically, and stays on record until it is replaced.
Who has to file one?
Every motor carrier, broker and freight forwarder that holds or wants federal interstate operating authority. If you are applying for an MC number, this is a required step.
What happens if you don't file one?
Your authority application simply stops. The FMCSA will not grant operating authority without a BOC-3 on record, so the application sits pending — often while the applicant assumes it is still being reviewed. It is one of the most common reasons a new authority takes far longer than expected.
For carriers who already hold authority, letting a process agent designation lapse can put that authority at risk of revocation. Getting a current filing back on record is what resolves it.

What we need from you
Your USDOT number is the only thing you have to look up. From it we prefill your legal name, business address and officer details straight from the public FMCSA registry. You confirm those are correct, add a contact email and phone number, and that is the whole form.
If the prefilled details are wrong, don't confirm them. Email us and we will correct the record before filing — a BOC-3 filed against the wrong company details is worth nothing.
How to check it was recorded
